Elena Lougovskaia heads our immigration practice. She is a first-generation immigrant. Born in Siberia, Russia, Elena moved to the United States when she was 16 to obtain her education in America. She has bachelor's and doctorate degrees from American Universities and is licensed to practice law in Ohio. Elena speaks Russian fluently and represents many Russian clients in immigration matters. We also represent clients in family-based and employment-based immigration, naturalization, removal (deportation), and asylum.

  • US Citizenship and Immigration Services: USCIS is a branch of the US government that oversees immigration benefits, including citizenship, lawful permanent residency, family- and employment-related immigration, employment authorization, inter-country adoptions, asylum and refugee status, replacement of immigration documents, and foreign student authorization.
  • US Department of Homeland Security: DHS is the umbrella department for the national network of organizations and institutions involved in homeland security.
  • US Department of Justice: The DOJ is the federal law office, responsible for prosecuting federal laws.
  • US Customs & Border Protection: The US CBP is the unified customs and border protection agency. It oversees border security, imports and exports, travel to and from the United States and inspection of visitors to the US upon arrival on US soil.
  • Immigration & Customs Enforcement: ICE is the largest investigative branch of DHS. It combines former INS and Customs agencies, and services to enforce US immigration and customs laws.
  • US Department of State: DOS website contains important information for travel to and from the United States, including visas for travel to the US by foreign nationals. It also contains useful travel advisories, human rights reports, and information on security situations in countries around the globe.
  • US Department of Labor - Foreign Labor Certification: The Employment Training Administration is a branch of Department of Labor responsible for issuing foreign labor certifications for US employers who are seeking foreign employees to work in the U.S.
  • Executive Office of Immigration Review: EOIR is a separate agency of the Department of Justice, consisting of Immigration Courts and Board of Immigration Appeals, among other offices. This website contains important information about immigration court rules and appellate procedures for immigration cases.
  • Cleveland Immigration Court Cleveland Immigration Court handles removal (deportation) cases for residents located North of I-70. The court is located on the 13th floor of the new Federal Courthouse.
